This critical, multi-year initiative will modernize the Town’s core business systems, improve operational efficiency, and reduce long-term risk.The Project Manager will oversee the development and execution of the ERP replacement project from planning to full implementation. The position will coordinate across departments, vendors, and regional partners to ensure business requirements are clear, including systems integration, process alignment, and shared opportunities, to support procurement and evaluation, and to support implementation and training. A key focus will be ensuring value for money and including identifying synergies with other applications and optimizing the software to support the Town’s finance and business processes.What You Will Do

• Lead the end-to-end ERP replacement project, including planning, procurement, implementation, testing, training, and transition.
• Develop and maintain a comprehensive project plan and timeline aligned with financial reporting needs, strategic priorities and operational requirements.
• Draft, issue, and manage the Request for Proposal (RFP) process in accordance with municipal procurement policies.
• Facilitate evaluation of vendor submissions and assist in selecting a solution that best meets the Town’s current and future needs.
• Engage with internal stakeholders to assess system needs, integration requirements, and user expectations across multiple services.
• Collaborate with neighbouring municipalities and County to explore shared procurement, implementation, or licensing opportunities that provide cost or efficiency synergies.
• Conduct a thorough assessment of the Town’s existing financial software and related systems to identify integration points, inefficiencies, and opportunities.
• Ensure the new ERP system is configured to support financial best practices, optimized business processes, internal controls, and future scalability.
• Manage project delivery phases, including vendor coordination, testing, data migration, change management, and go-live.
• Develop and implement a comprehensive stakeholder communication and engagement plan, ensuring clear, consistent messaging throughout the project lifecycle. This includes regular updates to staff, senior management, Council, and external partners, as appropriate. Facilitate internal change management efforts, working with service area leads and the vendor to prepare staff for system changes, process redesigns, and new workflows.
• Lead the planning and delivery of staff training initiatives in collaboration with the vendor and internal subject matter experts (i.e. Creating or coordinating user manuals, process guides, FAQs, and other support documentation tailored to Town processes, Organizing and scheduling in-person and virtual training sessions for staff at various levels of ERP use (e.g., finance, HR/payroll, IT, department users), and ensuring accessibility and comprehension for all user groups).

• Five (5) years progressive experience in project management, ERP implementation, or financial/business systems leadership, including significant experience or qualifications in business analysis. Exceptional project management and organizational skills.
• Demonstrated success leading complex, multi-stakeholder technology or financial application transformation projects. Experience in the municipal or broader public sector considered an asset.
• Strong knowledge of financial software systems and business process design, especially in the context of corporate finance, talent management, and information technology. Strong analytical and problem-solving abilities with attention to system integration and workflow improvements.
• Excellent written and verbal communication, interpersonal, time management, report writing and public relations skills, together with the ability to use tact and discretion and to deal courteously and effectively with the public and fellow staff members.
• Ability to manage competing priorities, foster collaboration, navigate complex organizational and inter-municipal structures, multi-task, cope with interruptions and work under pressure to meet multiple deadlines, exercise discretion and good judgment particularly when handling highly confidential/sensitive information. Possess a high level of initiative and personal integrity.
• Thorough working knowledge of Windows and Microsoft Office applications, financial systems, database management, and office equipment. Familiarity with Microsoft Dynamics Great Plains and modern ERP systems considered an asset.

Qualifications

• Post-secondary education in Business Administration, Information Systems, Finance, or a related discipline.
• Project Management Professional (PMP) designation or Chartered Professional Accountant (e.g., CPA, CA; CPA, CGA; CPA, CMA), or equivalent.
